Europe should be involved in discussions on a peace settlement in Ukraine because its position could be crucial, Kremlin adviser Yuri Ushakov said on Sunday.
The United States was unable to pressure kyiv into accepting a peace deal, Ushakov said in an interview with state television correspondent Pavel Zarubin.
“Before, it seemed after Anchorage that the US administration might dictate something and force kyiv to comply. But so far it hasn’t really worked,” Ushakov said, referring to a 2025 meeting in Alaska between US President Donald Trump and Russian President Vladimir Putin.
“This is because it is not enough to speak only to kyiv; we must speak to the whole of Europe, which fully supports kyiv.”
After initially leaving it to Trump to try to end Russia’s war in Ukraine, the EU has taken cautious approaches towards Russia. The leaders of Britain, Germany and France said they supported a proposed talks between Ukrainian President Volodymyr Zelensky and Putin to try to secure a ceasefire and that Europe would play a role.
Russia, for its part, said it would be open to dialogue but not to ultimatums.
On Sunday, Ushakov said Russia was ready to resume three-way peace talks with Ukraine and the United States after the Day of Russian National Unity on Nov. 4, echoing comments from the Kremlin this week about Putin’s willingness to resume U.S.-mediated talks with Ukraine as early as next month.
Zelensky said Friday that peace negotiators from Ukraine, Russia and the United States had agreed to meet at a technical level in the first half of November in Abu Dhabi, adding that he hoped a meeting of their leaders would follow.
Ushakov also commented on a possible meeting between Putin, Chinese President Xi Jinping and US President Donald Trump, saying preparations had already begun. The proposed meeting is expected to be held on the sidelines of the Asia-Pacific Economic Cooperation summit in China on November 18-19.
A separate meeting between Putin and Trump in Shenzhen has not been agreed, Ushakov said.
