In a statement, Republicans in the Pennsylvania House of Representatives said they released a package of 11 bills earlier in the year to strengthen the power grid, but that House Democrats had not considered the proposal.
In addition to Pennsylvania, affected states include Delaware, Illinois, Indiana, Kentucky, Maryland, Michigan, New Jersey, North Carolina, Ohio, Tennessee, Virginia, West Virginia and Washington DC. Some 67 million people are served by PJM.
