US Secretary of State Marco Rubio has urged Cubans seeking change in the country to form a “discreet partnership” with the CIA, the US foreign intelligence service.

In a social media post, Rubio said “the time has come” for those seeking to “create positive change” in Cuba to act.

“The disappointment of broken promises, corruption and the privileged lives of only a few; seize this opportunity to create the change you desire through a discreet partnership with the CIA,” he wrote.

The Trump administration has repeatedly said its goal is to bring about a change in Havana’s leadership, with President Donald Trump himself saying the country is “ready to fall.”

In January, Trump stepped up pressure on Cuba after announcing an oil blockade against the island nation following a U.S. military operation to capture former Venezuelan leader Nicolás Maduro.

“Cuba has lived for many years with large amounts of oil and money from Venezuela,” Trump wrote at the time in a message on his Truth Social account.

“There will be no more oil or money for Cuba – zero!” ” he continued, adding: “I strongly suggest they make a deal before it’s too late.

Speaking to reporters in September, Trump seemed confident in his ability to reach a deal with Cuba.

“I would say that we and Cuba will make a deal,” he said. “I don’t think we’ll need the army.”

The CIA shared advice for Cubans wanting to work with the agency, advising people not to use any device or internet connection tied to their identity or workplace and to “delete all software, applications, and programs from the device you use to contact us.”

It asks people wishing to get in touch to share their original location, job title and “the type or level of access you have to information of interest to our organization.”
