Russian attacks on nine regions of Ukraine cut power to hundreds of thousands of homes and injured at least 15 people, officials said Friday, the same day a new U.N. report showed civilian casualties from Russia’s invasion had risen sharply. Fears were already growing that a sharp deterioration in relations between Ukraine and the United States this week could further expose Ukraine to Russia’s growing assaults as winter approaches, the AP reports.
The United Nations human rights office in Kyiv said its monthly tally shows at least 328 civilians were killed and 2,105 injured last month, a total of 85% more than in September last year. The report says intensifying Russian attacks in October have already killed dozens of civilians, including children. “The first two weeks of October were among the deadliest periods for civilians in years,” said Danielle Bell, head of the UN office. Also Friday, Ukrainian President Volodymyr Zelensky attended a summit of European Union leaders in Brussels who share his concerns about Russian aggression and Moscow’s broader plans on the continent. The leaders applauded Zelensky when he entered the meeting room, pledged to maintain their support for Ukraine and urged the United States to pressure Russia.
