Ukraine relies heavily on Western intelligence, particularly American intelligence, to detect Russian attacks and identify its own targets.
kyiv, home to around three million people, is facing intensifying Russian drone and missile attacks, with energy infrastructure a key target.
“A Russian ballistic missile attack on kyiv. Again, no early warning from our partners,” Zelensky wrote on Facebook.
“The main target was the energy infrastructure, particularly the CHP-4. Unfortunately, it was hit.”
AFP journalists also reported hearing several explosions in the Ukrainian capital.
Zelenskyy said Ukrainian systems only detected the missiles as they approached the city.
“It is absolutely unfair: while they are destroying our infrastructure and Ukraine is not even receiving early warnings about ballistic missile launches,” he added.
At least two people were killed in the same attack, which also hit a residential building in the Desnianskyi district, Kyiv Mayor Vitali Klitschko said. Around 20 other people were injured, he said.
On Monday night, residents of kyiv heard the explosions of Russian strikes before air raid sirens sounded, which has happened only rarely in the past.
On Tuesday, Ukrainian officials said the situation was due to the Russian military’s use of difficult-to-detect missiles or possible technical problems.
US President Trump sowed confusion on Sunday with a surprise announcement of an “energy ceasefire” on his Truth Social network, saying Russia and Ukraine had agreed to end their long-range punitive strikes on power plants and oil refineries.
Trump has repeatedly lashed out at Zelensky over strikes at Russian oil refineries and suggested Saturday that it was “time for Ukraine to get a new president.”
