The Trump administration has warned Ukraine and its allies in Europe that the United States could suspend intelligence sharing and European purchases of American weapons for Ukraine if kyiv does not stop its extensive strikes against Russian energy facilities, two European officials told CNN.
Warnings from the State Department and Pentagon were sent this weekend to Ukrainian and European officials, including communications from the U.S. military directly to Ukrainian commanders.
Another source familiar with the matter said the United States had threatened to reduce intelligence sharing.
The Financial Times was the first to report the threats to end information sharing and arms purchases. CNN has reached out to the Department of Defense, State Department and the White House for comment.
The threats come as President Donald Trump attacks Ukrainian President Volodymyr Zelensky over attacks on Russian refineries, CNN previously reported.
Trump has long blamed rising global diesel prices on the war between Ukraine and Russia and demanded that both sides end attacks on energy facilities. These high prices have also been exacerbated by the war between the United States and Iran.
Earlier Sunday, Trump announced that Russia and Ukraine had agreed to what he described as an “energy ceasefire,” a development that was called a surprise by a source close to Zelensky.
“Ukraine supports the ceasefire, and it is important that Russia also supports it. We are waiting for details from the United States,” Zelensky wrote on X after the announcement.
A European official told CNN that intelligence sharing and arms purchases are “vital” for Ukraine, calling the threat a “sad day” for kyiv and its allies.
If implemented, the suspension would have an immediate impact on Ukraine’s defense.
U.S.-provided intelligence helps Ukraine defend against Russian ballistic missile attacks, providing the locations of missile launchers and data on the direction and timing of strikes. Suspending arms purchases – which are made through Ukraine’s Priority Needs List, or PURL, mechanism – would have the most damaging effect on shipments of Patriot interceptor missiles, which Ukraine is already desperately short of as Russia has expanded its missile and drone attacks across the country.
NATO has not yet seen any changes in the PURL program this weekend, another European official told CNN. The Trump administration previously suspended intelligence sharing with Ukraine in March 2025 following a contentious Oval Office meeting between Zelensky and Trump. The United States later restored intelligence sharing after Ukraine agreed to a U.S. ceasefire proposal following talks in Saudi Arabia.
These threats are sure to further complicate the tenuous relationship between Trump and Zelensky.
The two men have argued in recent days over a deal between the United States and Russian President Vladimir Putin to supply markets with Russian diesel. Continued attacks on refineries in Ukraine are part of what led Trump to make the deal, a U.S. official told CNN.
Trump suggested Saturday that Ukraine should have a new leader and replace Zelensky.
