President Donald Trump said Iran’s military capabilities had been significantly degraded as a result of the U.S. strikes, saying the country had fewer drones and missiles and saying Iran’s navy and air force had been destroyed.

Iranian Supreme Leader Mojtaba Khamenei said on October 8 that US and Israeli strikes had failed to weaken Iran’s internal security forces, praising police personnel for resisting attacks launched in February as part of Operations Epic Fury and Roaring Lion.
Khamenei’s remarks on
“The desperate efforts and malicious attacks of the US-Zionist criminal enemy against the pillars of social order and security, unprecedented in history, have not made the courageous police personnel waver even a fraction of their mission,” Khamenei wrote in a statement.
Khamenei specifically praised Iran’s law enforcement command, known as FARAJA, accusing the United States and Israel of targeting the institution responsible for maintaining domestic order.
“The concentration and persistence of the American-Zionist criminal enemy in striking the police at its various levels, from its highest levels of command to those on the front lines, has only underscored more than ever the paramount importance of this institution,” he wrote.

The Iranian security apparatus includes three main branches: Artesh, responsible primarily for conventional territorial defense; the Islamic Revolutionary Guard Corps (IRGC), charged with protecting the Islamic Republic and projecting military power; and FARAJA, responsible for national law enforcement and internal security.

According to Iran Human Rights Monitor, the force has become a powerful internal security institution involved in suppressing anti-government protests, monitoring political activity and enforcing the regime’s ideological restrictions.

Radan has also been sanctioned by the United States for his role in human rights violations.
The Treasury Department designated him in September 2010, citing his responsibility for the beatings, killings and arbitrary arrests of protesters following Iran’s disputed 2009 presidential election.
Khamenei also called for strengthening FARAJA on October 8 with additional personnel, equipment and technology, including the use of artificial intelligence for data analysis.

His remarks came as the U.S. Army Training and Transformation Command released a “Know the Threat” reconnaissance guide on September 24, highlighted by Defense News on October 9.
The guide shows an Iranian special forces soldier and identifies weapons that U.S. troops might encounter, including AKM rifles, Iranian-made Masaf-2 rifles, German-designed G3 rifles, MG3 machine guns and RPG-7 rocket-propelled grenade launchers.
The Artesh, Iran’s regular army, is separate from the IRGC and its affiliated Basij militia. Its forces operate through four branches: the ground forces, the navy, the air force and the air defense force.
A June assessment by the Jerusalem Institute for Strategy and Security estimated Artesh’s ground forces at around 350,000 troops, including 220,000 conscripts.
The report reveals that Artesh suffered heavy losses in its air, naval, and air defense components during the opening phase of the US-Israeli military campaign, while its ground forces remained structurally intact because there was no ground invasion.

The Artesh is commanded by Major General Amir Hatami, a former Iranian defense minister who took command in June 2025.
Besides Khamenei, Hatami issued his own warning on October 6, saying Iran’s adversaries were facing “historical confusion” after failing to halt military production during the conflict.

Hatami also claimed that Iranian defense production continued despite U.S. and Israeli attacks, saying the country’s military production lines continued to operate during the conflict.
The extent of Iran’s military recovery remains unclear. The Jerusalem Institute for Strategy and Security estimated in June that the country’s conventional air, naval and air defense forces had suffered serious damage during the conflict.
President Donald Trump, for his part, declared on October 8 that Washington would not resume its military strikes against Iran before the midterm elections on November 3, citing “productive discussions” between the two countries.
