New and pending applications under the Permanent Labor Certification Program, or PERM, have been frozen. It’s a blow to Indians who hold the majority of H-1B visas – a temporary visa for specialists – that they used to work in the United States while relying on PERM to obtain a green card and, ultimately, citizenship.
